From the RTÉ news website at

The Seanad has passed all stages of a Bill which closes a loophole relating to the offence of soliciting children for sex.

The Bill also introduces a new offence of 'grooming' children for sexual exploitation.

The emergency legislation was passed by the Dáil last night and it now goes for early signature into law by President Mary McAleese.

This was from Wednesday's news and I didn't see a story on whether the President signed the bill into law yet. I wonder how effectively laws like this will be in preventing CSA.

I thought it was already an offence like the UK, but it is difficult to apply this type of law without some innocent ppl
being encapsulated by the police being over eager to use this type
of law.

It tends to lead to lack of adult support that kids would normally
expect in life, as many men and women are scared of talking to
kids without being branded a "groomer".

Use the law wisely, but beware of negative social outcome,

I'm glad to hear that this is being considered. When I was about 14, a 30+ man was doing things that I have come to realize was grooming. Talking about sexual acts, offering me pornography, etc. He moved away shortly after, but I think it would have eventually led to something had he not moved. It sounds like the Irish government realizes that a lot of abuse starts with grooming like this, so they want to have the capability to deal with it early.
